State report: Abused children at Abingdon daycare were sit on, spanked, smacked, tripped, had mouths soaped

Paperwork from the Virginia Department of Social Services outlines some of the alleged violations of workers from an Abingdon-based daycare center that have two employees criminally charged.
In those records, an inspector reported Blue Mountain Childcare employees Ambrosia Rhoten-Monk and Rachel Puckett committed multiple violations of state law with various types of abuse between December and last month, including:
– Sitting on the backs of children, all 4-year-olds, while they laid on their stomachs
– Spanking or smacking children on the hands, mouth or bottom
– Intentionally tripping children and making them fall
– Throwing a shoe at one child and missing but striking the head of another
– Buckling students in a feeding chair as punishment then pulling the chair backwards
– Using demeaning verbal remarks while talking with those children
– Applied soap to the mouths of 3 children
The reports said tther Blue Mountain staff were cited for not completing state required file information on select children.
It also said eight daycare center employees were identified by the investigator for becoming aware of reportable offenses and not reporting them to local DSS staff or by calling the state’s abuse and neglect hotline for 60 days.
Blue Mountain was investigated for three months and the owner said on the center’s Facebook page that they reported the violations to state social services.
