Jury clears former KPD officers of criminal charges

A Sullivan County grand jury cleared a former sergeant with the Kingsport Police Department of criminal wrongdoing. Daniel Horne resigned from his position with the KPD May 17, due to an investigation into an alleged inappropriate photo. A grand jury determined by unanimous decision, there was no evidence that Horne contacted a minor or committed any criminal action, stating he was a victim of catfishing and extortion. Kingsport Police, the TBI and Special Agent Brian Fraley investigated the case. A search warrant determined the account used to extort the officer, originated from Greece, Turkey and Nigeria.
