County Mayor announces hiring of new Carter County EMA Director

Following a termination and resignation in three months time, Carter County now has a new emergency management coordinator with Mayor Patty Woodby announcing the hiring of Cathy Umrichin—an official with 30 years experience and a resume that includes ema duties during 9-11 with the NY Port Authority.
Woodby’s statement also included information on the county’s deputy ema director Luke Gragg, a former official with Johnson City and Washington County who has various technical rescue certifications including fire, water rescue and diving.
Former EMA director Billy Harrell says Woodby created a hostile work environment in his $1 million lawsuit he filed after his firing in December. Interim EMA official Shannon Winters resigned from the post in February.
