Second arrest made in Richlands Elementary abuse case

A second arrest was made related to an abuse case inside of a Richlands Elementary School classroom.
A police report says Ginger Short, 23, was charged with two counts of cruelty of a child and failure to report child abuse.
The investigation concerns a 5-year-old special education student that officers said was taped to a desk by Jessica McCoy, for prolonged periods of time. McCoy was arrested Tuesday and charged with two counts of abduction and two counts of child cruelty.
