Carter County mayor asked to preserve documents for possible litigation
An attorney for former Carter County emergency management director Billy Harrell sent a second letter to Mayor Patty Woodby Friday, asking for copies of all communications related Harrell and his employment plus all documents Harrell submitted related to federal disaster funding. The letter also demands Woodby preserve the documents requested for potential litigation. Harrell’s attorney demanded $1 million from Woodby last week and alleged a violation of Harrell’s first amendment rights and a hostile work environment. The legal action comes after WCYB confirmed Woodby’s claim that Harrell had no emergency plan when Helene struck was false after documents of the plan were revealed with Woodby’s signature.
