Johnson City City Manager Cathy Ball disclosed plans to purchase a condo owned by child rape suspect and business owner Sean Williams when she was originally hired by the locality in 2021.
Ball negotiated a contract for the property in April 2022. Ball said in a City Hall press conference that it was a coincidence and did not know Williams at that time. Williams had requested a remote closing on the condo and disclosed that he was a felon, causing Ball to cancel the transaction. The city manager said she wanted to clarify her information on the deal after a plaintiff in a lawsuit against the city requested information on the Williams property.
A federal lawsuit filed in Greeneville accuses Williams of bribing several Johnson City police officers to keep quiet on sex crime investigations that involved him.
