JC Police arrest intoxicated man while caring for small child

Officers with the Johnson City Police Department arrested 33 year old Michael Tipton of Johnson City and charged him with child abuse and neglect. Shortly after noon Wednesday, police responded to 3100 block of Bristol Highway with the report of a man who appeared to be under the influence with a small child. Officers determined that Tipton was intoxicated while caring for the 1-year-old. Tipton’s level of intoxication, required that he be taken to the hospital before being transported to Washington County Detention Center. The child is now with family members.
